DRAFT - USEPA Stormwater Permit, 2016-2017 Annual Report for Public Review and Comment

The Village of Los Ranchos has prepared a draft Annual Report, as required by the Village's NPDES Permit, summarizing activities directed toward reducing surface water pollution from storm water runoff.  The draft can be viewed HERE. A 45 day public comment period associated with this report begins October 16 and comments will be accepted until November 30, 2017.  Comments may be submitted to the Village Clerk, Village of Los Ranchos, 6718 Rio Grande Blvd. NW, Los Ranchos, NM 87107.


RFP#2017-5-1 - Fourth Street Revitalization and Redesign Construction

The Village of Los Ranchos is requesting proposals from qualified Offerors to: Construct a complete street that will transform this portion of Fourth Street into a vibrant retail district. The project includes brick and concrete sidewalks, crosswalks, landscaping, water features, street furniture, lighting, gateway structures, a sound system, on-street parking, subsurface drainage structures, new pavement and a decorative center turn lane. All proposals submitted shall be valid for ninety days (90) and subject to action by the Village. The Village reserves the right to reject any and all proposals in part or in whole. A complete proposal shall be submitted in a sealed envelope with the following clearly marked on the outside of the envelope: proposal title, proposal number, and the Offer’s name and address. Proposals must be received by 5:00 p.m. local prevailing time on Monday, June 26, 2017, at Village Hall, located at 6718 Rio Grande Blvd NW, Los Ranchos, NM 87107. The Offeror is certifying their proposal complies with all rules and regulations as stipulated in the Request for Proposals upon submission.

A Pre-Proposal Conference will be held on Wednesday, June 7, 2017, at 9:00 a.m. (MST) at Village Hall.  Village Hall is located at 6718 Rio Grande Blvd. NW, Los Ranchos NM, 87107.  Attendance of the Pre-Proposal Conference is non-mandatory.

Notice of a Potential Quorum - December 15, 2017

Notice is hereby given that a possible quorum of the Village of Los Ranchos Board of Trustees, Planning and Zoning Commission, and Mayor may be present at 795 Ranchitos Rd NW, Los Ranchos, NM 87107 on December 15, 2017, from 3:45 P.M. to 6:00 P.M.

Notice is hereby given that a possible quorum of the Village of Los Ranchos Board of Trustees, Planning and Zoning Commission, Municipal Judge, and Mayor may be present at the Agri-Nature Center located at 4920 Rio Grande Blvd. NW, Los Ranchos, NM 87107 on December 15, 2017, from 6:00 P.M. to 8:00 P.M. for an event (by invitation).

No Village policy will be formulated by the Mayor, Board of Trustees, or Planning Zoning Commission, nor will there be any discussion for the purpose of taking action within the authority of the Board of Trustees or Planning and Zoning Commission (minutes will not be recorded). The Board of Trustees and Planning and Zoning Commission will not take any official action. 


Notice of Proposed Amendment - Chapter 9 Land Use Regulations, Article 2, Zoning and Zone Map, Section 14, VC - Village Center Zone, §9.2.14

The Village of Los Ranchos de Albuquerque Board of Trustees on Wednesday, January 10, 2018, 7:00 PM will consider the adoption an amendment to the 2013 Codified Ordinances of the Village of Ranchos de Albuquerque, Chapter 9 Land Use Regulations, Article 2, Zoning and Zone Map, Section 14, VC - Village Center Zone, §9.2.14. The title sets forth a general summary of the subject matter contained in the ordinance. Notice of Appeal - Planning and Zoning Commission decision regarding property located at 7216 Fourth Street

The Village of Los Ranchos de Albuquerque Board of Trustees will consider the following items at their Regular meeting on Wednesday, January 10, 2018, 7:00 PM at the Warren J. Gray Hall, 6718 Rio Grande Blvd. NW.  Applications may be viewed at the Village Offices at the above address from 8:00 AM to 12:00 PM and by appointment 12:00 PM to 5:00 PM weekdays.  Comments may be made orally at the hearing or may be submitted in writing to the Village Clerk, Stephanie Dominguez, at the Village offices in advance of the hearing.  If you have any questions, please contact Planning and Zoning, at 344-6582.

An appeal of the Planning & Zoning Commission denial of an appeal of the Director’s Declaratory Ruling denying a petition that the referenced property has been continuously used as a contractor’s yard and therefore qualifies as a legally non-conforming use. The property is located at 7216 Fourth Street and is legally known as A certain tract of land within Projected Section 21, T11E, R3E, NMPM, Los Ranchos de Albuquerque, Bernalillo County, New Mexico being identified as Tract 157a of the Middle Rio Grande Conservancy District Property Map No. 29.  The property contains 1.3595 acres, more or less.  The property has dual zoning, C-1 on the front 300 feet, R-2 on the rear. The appellant requested a Declaratory Ruling relating to a non-conforming use on the R-2 portion (easterly) 395 feet of the named Tract. The front (westerly) 300 feet is zoned C-1.

The appeal hearing is of the record of the Planning & Zoning Commission meeting.  The “record” may not be supplemented, except under certain limited circumstances, prior to an appeal hearing before the Board of Trustees.  Individuals who did not participate at the hearing before the Planning and Zoning Commission will not be allowed to make presentations or present testimony to the Board of Trustees in the event of an appeal.


Notice of a Request - Distance waiver for a beer and wine license, Dave's Vally Grill located at 6601 Fourth Street

A request by DH Restaurant Holdings, dba Dave’s Valley Grill, for a waiver of the 300 foot distance requirement for placement of a Restaurant beer and wine liquor license at the property located at 6601 Fourth St. NW Units N, O, & P, as the restaurant is within 300 feet of a school in the Village Center (VC) zone of the Fourth Street Commercial Character Area. The restaurant is within the Los Ranchos Villa shopping center located at 6601 Fourth St. NW, the nearest point on the restaurant unit is 45 feet from the school property line near the running track, but over 500 feet from a school building.  Alcohol service is a permissive use in the VC Zone.  The property is legally known as Tract A-1-A-1, Plat of Tracts A-1-A-1, A-1-A-2, B-2-A, B-2-B, and B-C-2, Northdale Shopping Center within the Elena Gallegos Grant, Projected Section 28 and 29, T11N, R3E, N.M.P.M., Village of Los Ranchos de Albuquerque, Bernalillo County, NM Filed 2-17-05. The property contains 3.4374 acres more or less.

All individuals or parties in opposition to the application must be present at the meeting and also submit all written information to the Board of Trustees by January 2, 2018

The Board of Trustees meeting scheduled on Wednesday, June 7, 2017 is canceled.  The Board of Trustees will meet in the following regularly scheduled meetings commencing at 7:00p.m. at Village Hall located at 6718 Rio Grande Blvd NW, Los Ranchos, NM 87107:  July 12, 2017; August 9, 2017; September 13, 2017; October 11, 2017; November 8, 2017; *December 6, 2017 (moved from December 13 to December 6).
