DRAFT - USEPA Stormwater Permit, 2016-2017 Annual Report for Public Review and Comment

The Village of Los Ranchos has prepared a draft Annual Report, as required by the Village's NPDES Permit, summarizing activities directed toward reducing surface water pollution from storm water runoff.  The draft can be viewed HERE. A 45 day public comment period associated with this report begins October 16 and comments will be accepted until November 30, 2017.  Comments may be submitted to the Village Clerk, Village of Los Ranchos, 6718 Rio Grande Blvd. NW, Los Ranchos, NM 87107.


RFP#2017-5-1 - Fourth Street Revitalization and Redesign Construction

The Village of Los Ranchos is requesting proposals from qualified Offerors to: Construct a complete street that will transform this portion of Fourth Street into a vibrant retail district. The project includes brick and concrete sidewalks, crosswalks, landscaping, water features, street furniture, lighting, gateway structures, a sound system, on-street parking, subsurface drainage structures, new pavement and a decorative center turn lane. All proposals submitted shall be valid for ninety days (90) and subject to action by the Village. The Village reserves the right to reject any and all proposals in part or in whole. A complete proposal shall be submitted in a sealed envelope with the following clearly marked on the outside of the envelope: proposal title, proposal number, and the Offer’s name and address. Proposals must be received by 5:00 p.m. local prevailing time on Monday, June 26, 2017, at Village Hall, located at 6718 Rio Grande Blvd NW, Los Ranchos, NM 87107. The Offeror is certifying their proposal complies with all rules and regulations as stipulated in the Request for Proposals upon submission.

A Pre-Proposal Conference will be held on Wednesday, June 7, 2017, at 9:00 a.m. (MST) at Village Hall.  Village Hall is located at 6718 Rio Grande Blvd. NW, Los Ranchos NM, 87107.  Attendance of the Pre-Proposal Conference is non-mandatory.

Notice is hereby given that a potential quorum of the Village of Los Ranchos Board of Trustees and Planning and Zoning Commission may be present at Los Poblanos Historic Inn & Organic Farm located at 4803 Rio Grande Boulevard NW, Los Ranchos de Albuquerque, NM 87107, on October 24, 2017 from 6:00P.M – 8:00P.M. Notice of adoption of Ordinance #263, an amendment to the 2013 Codified Ordinances of the Village of Ranchos de Albuquerque - §9.2.9

Notice is hereby given that on Wednesday, October 11, 2017 the Board of Trustees adopted an amendment to the 2013 Codified Ordinances of the Village of Los Ranchos de Albuquerque, and amendment of Chapter 9 Land Use Regulations, Article 2, Zoning and Zone Map, Section Section 3 Definitions, §9.2.3, and Section 4 General Regulations, §9.2.4  clarification of the two hundred and eighty-foot setback (280) in Chapter 9 , Article 2, Section 7, A-1 Agricultural/ Residential Zone §9.2.7, Section 8, A-2 Agricultural/ Residential Zone, §9.2.8, and Section 9, A-3 Agricultural/ Residential Zone, §9.2.9.  The title sets forth a general summary of the subject matter contained in the ordinance. Notice of Appeal - An Appeal of a Director’s Decision

NOTICE IS HEREBY GIVEN THAT the Village of Los Ranchos de Albuquerque Planning and Zoning Commission will consider the following items at their Regular meeting on Tuesday, November 14, 2017, 7:00 PM at the Warren J. DR-17-01 An appeal of a Director’s Decision denying a petition that the referenced property has been continuously used as a contractor’s yard and therefore qualifies as a legally non-conforming use. The property is located at 7216 Fourth Street and is legally known as A certain tract of land within Projected Section 21, T11E, R3E, NMPM, Los Ranchos de Albuquerque, Bernalillo County, New Mexico being identified as Tract 157a of the Middle Rio Grande Conservancy District Property Map No. 29.  The property contains 1.3595 acres, more or less.  The property has dual zoning, C-1 on the front 300 feet, R-2 on the rear. The appellant requested a Declaratory Ruling relating to a non-conforming use on the R-2 portion (easterly) 395 feet of the named Tract. The front (westerly) 300 feet is zoned C-1

Information for Applicants and Objecting Parties regarding Applications to the Planning and Zoning Commission: Section 9.2.2(E) of the Village Codified Ordinances sets out the Rules and Procedures for matters before the Planning and Zoning Commission.  You should pay particular attention to Subsection 9.2.2(E)(9) of this ordinance, which reads as follows:

It will be the responsibility of the applicants to present all relevant written information in accordance with ordinances and present all relevant testimony prior to decision by the Commission.  Applicants must make timely presentation of written materials to the planning commission and zoning staff.  Applicants will not be allowed to provide materials directly to the Commissioners, nor to supplement or add any new documents after the Commission’s action.  All testimony, information and documents submitted to the Commission prior to its decision, and the minutes of the meeting and the transcript of the meeting will constitute the record in the event of an appeal.All individuals or parties in opposition to the application must be present at the meeting and also submit all written information to the Planning and Zoning Commission by October 13, 2017.  The “record” may not be supplemented, except under certain limited circumstances, prior to an appeal hearing before the Board of Trustees.  Individuals who did not participate at the hearing before the Planning and Zoning Commission will not be allowed to make presentations or present testimony to the Board of Trustees in the event of an appeal.

You should also note it is improper to communicate with any member of the Planning and Zoning Commission regarding the issues in your application prior to the hearing.

Board of Trustees - 2017 Regularly Scheduled Meeting Dates 

The Board of Trustees meeting scheduled on Wednesday, June 7, 2017 is canceled.  The Board of Trustees will meet in the following regularly scheduled meetings commencing at 7:00p.m. at Village Hall located at 6718 Rio Grande Blvd NW, Los Ranchos, NM 87107:  July 12, 2017; August 9, 2017; September 13, 2017; October 11, 2017; November 8, 2017; *December 6, 2017 (moved from December 13 to December 6).
